It was a banner month for Tonya of Marion, IN. As a Global Cash Card cardholder, Tonya has access to special benefits and rewards such as being entered into a monthly sweepstakes simply by making 10 or more signature purchases. In May of this year, Tonya’s number was called. When presented with the news that Tonya was the 1st place winner in the Mastercard® sweepstakes of $3,500, her response was, “If you can't tell I'm very excited to go shopping!!! I'm getting my wedding dress with my winnings.”
Our team just came back from the American Payroll Association Congress in Orlando and, after talking to hundreds of attendees, the message is clear: It is not a matter of if employers are going to use paycards anymore, but when.
The issue of payroll cards is now before the New York State Legislature where it properly belongs. A. 6771-A and S. 5208-A would require important consumer protections on payroll card accounts and put an end to the debate regarding appropriate regulation of this beneficial payment method. As you may recall, in September of this year the New York State Labor Commissioner adopted controversial regulations addressing permissible methods of wage payment. The regulations would have imposed unduly burdensome requirements on employers and providers who offer direct deposit and payroll cards, making it less likely that these methods would be offered to employees. Global Cash Card successfully challenged the regulations, which were ultimately revoked on the ground that they exceeded the Labor Commissioner’s authority. The determination revoking the regulations is currently on appeal.

Once again, Global Cash Card made dreams come true at the 2017 American Payroll Association Congress in Orlando Florida last month. Each year, they have a drawing in which one lucky person wins a trip to anywhere in the world they choose. This year that lucky person was Angela Martin.

On February 16, New York’s Industrial Board of Appeals ruled that the regulation issued by the New York Department of Labor relating to payroll cards exceeded the department’s authority and was beyond the scope of the statute. Global Cash Card was the only company that challenged the regulations, and below are reactions from the industry to the board's decision:
